Not with surgery, but with chemicals that alter the melanin in your skin. Whatever you do is not going to be permanent and you will have to keep doing it to maintain the color. There is also the possibility of long-term damage to your skin and other health risks. I wouldn't recommend it.

Depends what color you wanna turn into( White to brown, then use tan spray or sun tan) Black to white, then i guess you can do like MJ or Tyra Banks).... awww!! How about growing self esteem in yourself?

I think you use bleaching agents and some laser therapy...it is doable but it won't look great....ala Michael Jackson

not permanently unless u have a skin pigmentation disease like Jackson did...
