Is it true that the more you wash your hands, the faster germs will grow?

Will lotion/moisturizer help if that is true?

washing your hands is a huge way to prevent infection but on the flip side, if you wash too much, you will kill the normal bacteria living on your skin that is there to prevent you from getting infection. using a lotion or moisturizer will help your skin from getting cracked which can easily pick up bacteria because from broken skin. there are some good alcohol based hand gels that will kill bacteria without the drying effects of soap and water that may help if you are worried about it. they kill most bacteria, but not all.
