Yes, if the tip was disclosed (in a posting, the menu, etc.) up front, then you are legally liable to pay it. It makes more sense, too, since they will usually have more than 1 person helping a large party.
However, if they are doing a bad job, or you are unhappy, you must speak with the manager before you leave. Be sure that when you say that you are unhappy with the service, you are specific. You need to show examples, and I would assume more than 1 or 2 minor grievances would be grounds for you to make your case. Depending on how your conversation goes, and if the manager is not relenting on the tip, you could say something like, "I can offer 10%, since we did get our food eventually, but unfortunately, I will not be able to come here again with confidence and recommend your restaurant to my business partners, family, friends, etc."
Usually, a comment like that will do it for you. The worst thing for a restaurant is a bad review. Most restaurants are not successful and go out of business in less than 1 year. Those that survive don't make to 5 years. So, keep this in mind. It's service industry, and delivering on the promise is everything.

According to the Big Book of Etiquette if it was listed on the menu or somehow advised or told before you ordered your food then you knew in advance that if it was a party of 6 or more that an 18% mandatory tip was going to be added. You cannot expect them to simply deduct the "mandatory" tip simply because service was not up to "your" expectations....HOWEVER....this is a SERVICE related industry and they thrive on word of mouth and paper reviews and would not take kindly if you called for a manger and make quite a stink about the service and asked for the tip to be reduced due to poor service. More than likely the manager will reduce or deduct the tip, but I would advise you to NEVER return to the restaurant again. You would more than likely get worse service if you returned, sadly to say. There is not such thing as a "mandatory tip". All tips are, by definition, optional. An 18 percent service charge is a fee to which you agree when you order. Like anything else on the menu, if you're not satisfied with the quality of what you're paying for, speak to the manager for an "adjustment". Didn't get the steak the way you ordered? Adjustment. Didn't get the service you paid for? Adjustment.

You would need to talk to management before not paying it. When it disclosed up front it is part of the bill and would be no different than not paying for one of your drinks or meals. A manager can take it off but I would not suggest ever going back to that restaurant again if you do that because they will most likely remember you as the people who brought a bunch of people in and refused to tip. The reason gratuity is added to checks for large groups is because large parties are notorious for not tipping already. Complaining and having it removed will ensure bad service should you ever return.

If you knew about the tip being added on your bill before you ordered, its a part of the bill. And if you don't pay the bill, well they can call the cops on you. You could talk to the manager when the bill arrived.

Tips are never mandatory and if the service was bad you need to go to the mgr and tell him and refuse to pay the tip. Tips are voluntary, for good service: TIPS=To Insure Prompt Service.
