Sound like fear agression. If the Bros were trying to scare your puppy when she was small
4-12 weeks is the time when the dog is imprinted.
You probably have a lot of work to do.

It's probably showing fear, rather then aggression. Have each person that's meeting the dog bend down and give him treats- don't pet unless you're sure he won't bite. Reward him when he's acting calm. Teach him to "leave it". (try googling "teaching leave it") so that when he goes for an ankle you can command him to leave it.

Who is she biting? Family or friends?
I think your dog may have an anxiety disorder. There's a pill you can give him to chill him out, but you've got to get it from a vet.

Have you tried hiring a professional with experience (and success) in this kind of behavior? That should have been the first thing you did.

Was it a rescue? Has it ever been kicked? this would explain this behaviour. Take it to an animal behaviourist before it hurts somebody

Calm him down.
