Do you need to hire a lawyer for a reckless driving ticket?
I am hoping to get it reduced or dismissed.

If you have legal grounds to get it dismissed (that is, you weren't actually driving recklessly) and you have the skills to represent yourself and prove your case, by all means do that!
If you just want the fine reduced, judges are often sympathetic to that. Just plead guilty, and then tell the judge why you think the fine should be reduced.
If you want the charge reduced, you can offer your own plea bargain -- ask the judge if you can plead guilty to a lesser offense (like speeding, if that is relevant here) rather than go to trial for reckless driving.

No you will be wasting money. plead innocent and get a bond or plead guilty and get a time payment. Or plead no contest and pay the bond.
