i need help with rock band 2?

i just got an xbox 360 and when i put in rock band 2 none of the songs from the back of the box were on the game.. an i wz pretty disapointed... so how do i get those songs from the back of the rock band 2 box on the game? do i have to download them with xbox live? if so, how much will i be paying for xbox live and the songs? or could i get the songs without xbox live?

    They are all there... you just have to unlock them! Keep playing through the world tour.

    You have to play through the world tour to unlock more songs.
