It sounds like your previous employer was trying to take advantage of you and it is good that you didn't return the vacation pay.
The employer did lie to you in the sense that all employees, regardless of how much income they earned, are supposed to receive a T4 slip. Even though you did not receive your T4 from the employer, they are required to submit a copy to Canada Revenue, which is why you got re-assessed.
If you call 1-800-959-8281 you can request a copy of the T4 slip. I would do this just to compare the amounts on the T4 with your own records (such as pay stubs) to make sure that the employer did not make a mistake. If a mistake was made then you can request an adjustment to your tax return.
By the way, you send a lot of text messages don't you.

The T4 isn't the issue here, it is the fact that you didn't declare any of the income you earned through the agency. You are required by law to report any income you earn, regardless of how big or how small the amount may be.
You would never owe $700 to the CRA if you earned less than $1000.00 and reported it. By failing to report income you were charged penalties and interest.
The CRA took what you owed them from your child benefit because they are supposed to. Do you think that people will sympathize with you when you cheat on your taxes and get caught? If you fail to report income on your return again, the penalty jumps from 5% to 10%, and the interest goes from 1% to 2% per month.
The agency did nothing wrong. They have to report what they pay you. You have to report what you were paid. You were in the wrong, not them.
When you cheat on your taxes, you are really cheating the people in this country. You were caught cheating. Now take responsibility for it.

Did you report the amount of $$ you earned from the Agency on your Income Tax return ? If not then you do indeed owe the taxes on this income. You can request a copy of the T4 from CCRA and make sure the amounts reported by the agency are the amounts you received. The 700.00 owing does sound high, Again were there any other mistakes made on your income tax return that were corrected by CCRA ?

About the business practices of the employer, your complaint is not with Canada Revenue. They've done what they need to.
You should bring up your complaint with the local labour standards board running in your province or territory.
