You can find prices on each country's respective Apple Store page.
To get one, you will need to go a reputable retailer at the country in question. The Apple Store will not ship outside their region.
Hong Kong is your best bet. They have no sales tax.
However, there is a rumour (who's link I can't find at the moment) saying that the handset will automatically "lock" to the network of the SIM card you first put in.
