Is there any way for a man with a permanently low sex drive to increase his libido?

I've been seeing this guy off and on for several years now, and he is affectionate, considerate, and loving but has a very low sex drive. He has no problem getting it up and has erections around me frequently. He just doesn't want to do anything about it very often. He didn't lose his virginity until he was 25 (he's 40 now) and has been with very few woman. He has been in only 3 relationships. He also has difficulty achieving orgasm inside a woman but can do so manually or orally, which I am always willing to help him with. And although he continually claims that he does not want a relationship, he treats this more like a relationship than I do. I love him, but I just don't know how much longer I can put up with something that feels like rejection. Is there any chance he'll change?

Update:

He's not playing away from home. We actually have an "open relationship" agreement, but he claims he doesn't know how to pick up women and that he gets turned on by them but doesn't seem interested in getting them into bed. His friends back this up. I wish he would play away from home, then at least I'd know he had a sex drive.

He's not being himself.There is a 50% chance he's  gay and is afraid to say it to the world,or probably he gets excited in a way not well seen by the cruel society. There's another chance that he feels too bad for not being able to ejaculate inside of you and it makes him feel less than a man.Just try to give him confidence .I see you are doing a great job.There is not anything else out of these that may be.Is he circumcised?If so,this is something that happens very often to circumcised men.They lose a lot of the ending nerves which are in the skin that's removed from the penis,and eventualy they lose excitement.They usually ejaculate easier when they masturbate themselves,because they know where they feel more,and sometimes this situation can be embarrasing for some men.CONFIDENSE is the key word for better sex!

You can't unless you have a hormonal problem. Maybe you should see a doctor or some psychologist who can help you with your sex drive. Alternatively, get a girlfriend.
