Sometimes it is ok, sometimes not.
You can put regular sugar in a food processor with 1 teaspoon of corn starch per cup sugar to make powdered sugar

regular sugar is different from powdered. powdered, and confectionery are more alike than that of the regular. obviously, they're powdery while the regular is rough when touched. so here, hope this helps:
If you are out of powdered sugar, put regular sugar in the blender and process on high until it turns powdery. Be sure to stir up the sugar on the bottom a couple of times so it all turns out to be the same consistency. Measure out the amount needed for your recipe!

When you are making frosting/icing regular sugar does not work unless you are making a hot fudge frosting where you boil the sugar in a pot on the stove. However, you can make your own powdered sugar if you have a good blender or food processor by putting regular granulated sugar in the blender and turning it onto the highest setting. You can add some cornstarch to keep it from getting too sticky if you want. Watch it, though, because it can overheat.

FREEZE RIGHT THERE! Do NOT EVER use regular sugar when it calls for POWDERED sugar. The texture is way different. But it can be the other way around. You can substitue regular sugar for powdered sugar.

no there is a difference and regular sugar will make your recipe grainy,go to the store and get some icing sugar. What are you making....nope you need icing sugar for that or you can make 1 cup brown surar cinnamon and margrine melt it in a sauce pan so that the sugar had no crystals and pour over cinnamon buns .i grease my baking pan and put brown sugar under the buns so that when they are cooked the surgar is melted and carmelized

Powdered sugar has corn starch added, so that will undoubtedly be a factor.
I don't know if it will work, I'd have to eyeball the recipe. It wouldn't work in frosting, for instance.
