In Australia we have "The Unmarried Mothers Pension" on top of that they receive supplementary child support, rebates on electricity , telephone, car registration, medical examinations/tests and prescription drugs. The government deducts maintenance payments from the fathers' wages, the amount depends on his income.

A combination of both:

I live in Canada in the province of Alberta. Here a mother abandoned gets money to feed, house and cloth the child if she is abandoned from us taxpayers in the social safety nets here. However, the government enforces the father / husband to pay his share. He will be tracked down by computer, his employer will be forced by the government to dock his pay checks every month or his bank accounts will be debited. Furthermore he will be refused vehicle registration, renewal of his driver's licence etc until he pays up for the child support.
