In your opinion, what does possessing "an affected manner of speaking" mean?
I mean, isn't everyone's manner of speaking affected by some means or another? Thanks for helping me out here...

Usually whenever I hear this description they are talking about someone that is "putting on" an act....speaking in a way that is contrived or overly self indulgent.
( I like to think that on occasion I could be accused of this...LOL!!!)

It means that for some reason or other the person doesn't speak with their natural voice.Sometimes it comes from mixing with other like people.A classic example of this is the public school accent whereby everybody in the school is affected by the stereotypical school tones no matter where they come from.Another example of deliberate accent change was Margaret Thatcher who developed a hideous accent and manner of importance in order to portray herself as the omnipotent almighty who looked down her nose at lesser mortals.In my opinion such affected manner of speaking lacks sincerity and makes me cringe but then again i am working class and my opinion doesn't count in the social hierarchy

...a stimulant or emotional affect...causing the change in your normally slow, articulate and smart oratory manner...
...others people are accustom to hearing when you speak...
...not slurred, stuttering or incomplete sentences or thoughts...
