It is based on how big they donate to campaigns and other projects the politicians favor.

Apparently these execs have iron-clad contracts that specify these bonuses. Think somebody should have noticed that handing out billions to the greediest members of this capitalist shipwreck was not going to produce any lifeboats for the average person.
But a very sweet ride for the pirates, indeed.
