My friend said her social security # was used by an unknown person with a fake address. What next?

Could somebody please tell me what to tell her to do next. I've read the identity theft stuff but don't have it with me. Could somebody please help? Thanks!

    Notify her bank, the police, the DMV and the social security agency and the credit bureau

    All of the above plus the FBI, ICE and any other federal agency that should be involved in looking into this travesty.
