Is Tom Nook in the DS Animal Crossing Wild World game a crook?

I paid off my mortage and added a second floor to my house and my new mortage is $598,000. That seems a bit extreem to me. Things are expensive in his store too, and he seems chincy with the bells he pays for stuff.

    If you don't pay up, he comes to your house with his spade and delivers a warning through your shattered kneecaps.
