What are your thoughts on racism?

For awhile, I've always stumbled upon the topic of racism. What does it really mean to be a racist? For a fact, it's one race,culture,ethnicity hating on another. But in less general terms, what defines it? My question is a bit confusing but let me give an example:

A young african american man strutts up to me in baggy pants that are pulled down low to his knees. He smelled of cigarette smoke. He says "Aye dawg, what's up my nigguh? How it do how it do? Aye, yah know what time it eeez meeng? " and he lets a howl " OOOOO WEEEEEE AHAH!!" For some reason, he couldn't stand still and wobbles in a circle and giving me no eye contact. At this point, I just ignored him and continued on my way.

And the question is, am I judging him based on race? Or is it ethics?

And why would people consider this as racism?

Update:

And no, the person is not drunk. And I've encountered people like this on numerous occasions.

    It sounds like you judged him based on his bizarre behavior. The fact that you mentioned his race will now bring screams of racism from the peanut gallery, however.

    No..i've got self assurance Racism gets much less via day even though it won't ever thoroughly pass away unfortunatly oh and being cited via racist mothers and fathers isnt an excuse you have your very own concepts you could think of for your self.. i think of racism is disgusting and ineffective..I dont prefer to make human beings experience undesirable approximately themself I even have acquaintances from all races and all I see are their warm asses and vast personalities :) If i ought to i could stop racism yet atleast its getting greater valuable even nevertheless its may well be a sluggish technique i've got self assurance in some years it already would be plenty greater valuable :) i've got self assurance undesirable for every person who expiernced racism..yet I only prefer to declare dont blame a ethnic team of bilion human beings cus there are some retards..

    If a white guy walked up to you doing that same thing, would you ignore him? I know I would, so no, ignoring an obnoxious idiot who is bothering you is not racist, just because he happens to be a different race than you. I think people, white people especially, are so afraid to be called a racist that they are terrified that any little thing they do might be misconstrued as racist, so they go out of their way to show the world how "unracist" they are.

    Racism is the belief of the superiority/inferiority of certain races, and/or the belief that attributes to an individual, such as personality, are based on race.

    Unfortunately, racism will never go away until humans go away. It is human nature to separate yourself into groups, and race is just another example of this.

    Well I think there is good and bad in every race. You can't just put the blame on one race no matter how much bad experience you had with others. At the end of the day we are ALL different so maybe we shouldn't judge anyone until we know them
