Is there some kind of statute of limitations as to getting a drivers license back?

My husband, who has a disability concerning communication and comprhension problems due to a head injury, forgot to pay a speeding ticket in 1995. While we were traveling in another state he was pulled over for a taillight violation and arrested because his license was suspended *we were not even aware it had been suspended) Nc let him out of jail but held his Ga drivers license. Upon research with attornys and with the DMV we have discovered it will cost us THOUSANDS of dollars to get his license reinstated, money we do not have since we live on his disability. We ar relocating to South Carolina in a few weeks and wonder if THEY may give him a license or do we have to get all the other mess cleaned up first. Why after 14 years can he not drive because he FORGOT to pay a ticket when we have a friend with 5 DUI's who still has his license and I know there a thousands more out there just like that. Does someone have some GOOD advice?

Update:

I NEED TO KNOW ABOUT POSSIBLE STATUTE OF LIMITATIONS!

First, statutes of limitations generally set the maximum time in which a lawsuit or criminal charges may be filed. Also, statutes of limitations generally do not run against the state, or any of its agencies, other than with respect to criminal charges.

I do not see where a statute of limitations would be applicable here... your husband violated the law by speeding, with found guilty and ordered to pay a fine, which he did not pay. As a result, his driver's license was suspended. Because your husband never took action to rectify the situation and reinstate his driver's license, it is still suspended.

Find your self one of those license attorneys where they help you fix your suspended license problems. This way will be a lot cheaper and you will only have to pay a fraction of the traffic violation cost.
