you need the application flash and you can import sprites from other games from sites like http://tsgk.captainn.net/ or somewhere else (google "sprites") You can download a trial of Flash (made by Adobe) or buy it (pretty spendy...)
I wouldn't call myself an "expert" in this, so there might be another way to make a "flash" movie that I do not know about.
