Where to buy party favors besides Oriental Trading?
I'm looking to find a few things cheaper than Oriental Trading. My Girl Scout troop is hosting the annual Girl Scout dance and we will need a lot of stuff. One thing we'd like to get each girl is a good sized tote bag or draw string backpack to hold their prizes, photos & crafts in. All wholesale places I've seen require a minimum purchase of several thousand and we will need a couple hundred. We also do not want to spend very much per girl because the dance will cost us a lot to put on as it is.
We will also need balloons, streamers, bubble wrap, iridescent items (ribbon, streamers, anything!) Does anyone out there know where we can get the best deal? I did find a site that has 5" round balloons 72 for $1.99 and that's the best so far but maybe you can find better!

I appreciate the answers so far, but I was really hoping for maybe something like wholesale without the huge minimum purchase requirements. We absolutely plan to ask for donations and sponsorships BUT in the current economy we are not holding our breath. We will have 300-400 people in attendance so items need to be extremely inexpensive. Even $1 each is a lot.

Hawkins Bazaar (online) and Stockingfillas for favours etc.
Try Ebay for cheap drawstring backpacks. I've seen them at £2.95 each and you might even get a discount on that if you buy in bulk.

These "It's a Girl Thing" photo albums are real cute and the price goes down with the quantity purchased. You can also get a custom sticker like 2009 Girl Scout Dance that is included in the price.

You need donations! Approach a couple of local businesses with your Girl Scout info and ask if they could sell you some items at a discount. Dont overlook places like CVS pharmacies and grocery stores-they carry some of the stuff you need and may be willing to support the Scouts. Then ask "could you possibly donate any of these items to our scout troop?"

Dollar Tree or any dollar store, Party City has some good supplies, Ebay and Craigslist
