What exactly is your question.. what are you trying to do?
The equation can be simplified to y = 7x+4 / x+3
Unless it's + 1/3, and the / sign isn't meant to divide the two halves (I can't tell from how you wrote it), in which case it can be simplfied to
y = 8x+10/3
But I don't know what you're trying to do so I can't go any further....
And T Mac, you added the 1x instead of subtracting it

y= 8x + 10/3
you can't solve the equation because you don't have the value of x. all you can do is simplify it, which is simply combining "like terms"
