1998 Ford Escort est 1600cc?
The A/c keeps blowing fuse 13, but in the hand book it says that this fuse is something to do with Diesel fuel filter heater. The car is Petrol so does not have one of these. Replace the fuse and the A/C works.
I and a number of other have search the internet for the layout of the fuse box but have got no where.
that is interesting as the clutch is ok and working. the trouble it that the A/C works for quite sometime before the fuse blows. it was replaced 4 months ago.

Keeps blowing a fuse is the part you should be concerned with.
The A/C pump has an electric clutch on the pulley and also the switch will put on the cooling fan/s so check out the fans and clutch electrics for shorts as this is possibly why the fuse blows.
In my experience the cooling fan (there may be two) is possibly the first place to look then the cable to the A/C pump clutch it can get chaffed and cause a short then blow the fuse.

Possible causes......
Panel switch.Unplug it and look for scorching
Bad ignition switch (do as above)
Check battery to starter cable,for bad connection at each end.
Check connection on a/c compressor and blower motor.
