What happens if you re-list ebay items?
If someone won your item on ebay, you already are charged the final value fees in your account balance, but you agreed with them that they don't have to pay you; are those final values removed from your balance if you relist the items again? Or do you have to go through an agreement on ebay first before those fees are removed from you account balance?

You have to file the Unpaid Item Dispute.
Read it carefully. If you do a mutually agreed to cancel request, the buyer has to respond to an email agreeing to it. Some won't unless you give them a heads up ahead of time. If they don't respond or disagree, you lose the FVF.
