International retirement destinations for liberals?

This is not a joke. My parents want to retire abroad but they don't want an area full of conservative expats, as many of the Latin American communities tend to be. Anybody know of good retirement havens that have lots of liberals ("leftists" for you non-Americans)? How is Panama for this?

    Cyprus, one of the few democratic governments with Communists in power

    Sweden, Switzerland, Denmark, Amsterdam, Norway, Newfoundland, New Zealand, Belgium - anywhere in the Netherlands.

    They will probably feel at home in any country controlled by communists.
