I am building a Chaos deck and I want to know all the good light monsters I could use
PS. I need to be able to by a play-set (3 of the same card) with £15 or with around $20, so that means I can not use Thunder King Rai-Oh etc

Lightsworn cards are excellent, but if mill isn't your thing then dont use it.
Shining Angel is good, since you can bring out all of its copies.

This is my chaos deck. Anyway if you don't have a "main" deck such as Blackwings, GB's, Dark, Twilight, D.Zombies or anyway something that can beat those I just mentioned you should consider first making a deck that can be competitive => you gain cards from winning locals => trade/sell them to aquire cards you want and build any deck you like.

I don't know about the prices of the cards, but some good light monsters you can play 3 of in a deck include:
The Calculator (especially if you can flood the field with a large amount of total levels)
Copycat
Kaiser Sea Horse (useful if most of your 7+ level monsters are light)
Blue-Eyes White Dragon (kinda gimmicky, but a polymerization or dragon's mirror increases use)
Summoner of Illusions (be wary of his mandatory flip effect; try to save the fusion monster summoned)
