This means that the guy is not completely in love with his girlfriend. He feels like the relationship isn't going well, but he still cares for his girlfriend a lot. He just isn't in love with her. He loves her more like a sister or close friend now.

i knew him for 8 years, and just started liking him back in october.

However, he used to like me last yearr.

So i asked him what theat ment, & he had told me that he loved me as a person, my personality, looks, blahh blahh. But he wasnt IN love with me because we havnt been dating for a long time(it was like, 3 weeks in the relationshipppp)
