Why Websites not loading?

ok . m using a dial up connection . everything was fine few days ago . but now it isnt. ive tried every forum that was having help regarding this issue but nothing worked .

First of all hotmail is not loading in my firefox 3.5,IE6,Chrome . it keeps connecting then an error msg as follows apears

The connection has timed out

The server at by124w.bay124.mail.live.com is taking too long to respond.

i donno how it happend

second website that i have is aol.in

aol mail is loading but its not loading properly

it apears as white background with black text and in a very inappropriate manner,and wen mail opens i cant even click on 'compose' button

this is happening these are the websites i open regularly but not opening now. its really annoying

a help would be greatly appreciated

for the record i am already done with these steps

-reinstalled my WindowsXP after facing the problem for the first time

-install and scan my computer with various anti virus programs(AVG,NOD32,Kaspersky)

-installed and scanned with 'spy bot'

-tried toggling IPv6* in Firefox preferences

-cleaning out my cache and cookies many times

-enabling/disabling Firefox 'pipelining'

-Running Firefox in Safemode

-diagnosed internet connection through IE

-Deleting all temporary files

thats all i remember

its getting really annoying now

i know many outstanding engineers are hanging out here so i hope i can get some help
