Eastern Band Cherokee and Cherokee Nation of Oklahoma, while both Cherokee, are separate nations. (I guess the best analogy I can think of is North Korea and South Korea.) Each nation has its own enrollment requirements. For EBC its being a lineal descendant of a person listed on the Baker Roll and 1/16 or more EBC Cherokee. For CNO its being a lineal descendant of a person listed on the By Blood section of the Dawes Roll.

Since you've explained that you descend from a person listed on the Baker Roll but do not meet the 1/16 minimum blood quantum requirement you do not meet the enrollment requirements for EBC. Since you do not have an ancestor listed on the Dawes Roll you do not qualify for enrollment in CNO. At best you could apply for a Certificate of Degree of Indian Blood (CDIB) through the Bureau of Indian Affairs that will show your 1/32 blood quantum. However, a CDIB is not tribal enrollment but proof that you descend from a Native, in this case Cherokee, person. (So, like being in DAR which you cannot be unless you are a documented descendant.)
