    Your question/answers is not at all clear. My best interpretation of what you're asking is:

    Both B & C are correct.

    In order to get the 9:3:3:1 ratio the parent cell must be heterozygous (dominant and recessive alleles in the genotype) for both traits in a dihybrid cross.

    In addition, the alleles must assort independently to achieve that ratio.
