What country has the most obnoxious people?

I've come across staged obnoxiousness that I found quite endearing in Scottish people, does that count?

And might I say that I mean it in the nicest possible way - I've quite liked most Scottish people I've met.

I always hear that the French are, but in my experiance in the U.S., it's the Japanese. However, in my travels overseas, it's the Americans that seem the most rude. Go figure.
