Can you change your name if you are not a US citixen or permanent resident?
I got married recently and I want to take my husbands last name. I am not sure whether I should wait until I get a green card or can I change it be before this? Also is it even possible to change it if I am not a US citizen or permanent resident?
Well lets see...I am of the kind that comes to USA to study and brings foreign money into your economy. You should be thankful.
And it's not my kind that steals identities - it's yours.

Legally your country of origin has to do it (if it is allowed there. Not all countries allow a name change). The US may issue you a green card with an "also know as" name but it would still have your name as it is in your passport.
Once you become a US citizen you can legally change your name in the US. Your country may not allow it though. My wife has 2 passports. 1 from her country of origin with her maiden name because she is not allowed to change it in her country of origin. And her US passport with the new name she took at the citizenship ceremony (her original given name, an Anglicized middle name which she uses and my last name).
