Sounds like one of the pivot points is broken.Turn the chair over and tear the cloth off the bottom.Look inside the side where the rubbing occurs.Examining every rod and look for any broken points.IF you have a drill,drill out the broken rivets and use a bolt with a lock nut.Don't tighten the lock nut too much.You need some play to be able to open and close the chair.

There are flat metal bars that operate the chair. Flip the chair over and watch as you operate the handle. Probably one of the bars are bent. This is usually caused by weight being put on the foot rest while it is elevated.
