Modest nature boosts the growth of sp.atk by 10% but your speed stat will slow growth by 10%
you should EV train sp.atk in pokemon Emerald you obtain this item called the Macho Brace this doubles earned EV's say I have a muk it has a lax nature my defense would go up by 10% but my sp.def. would go down and eodudes give out atk so if I battled eight of them the equation would look like this 8/4=2*2=4 you get +4 in defense if you battled 8 golems (Give out three) it would look like this 24/8=3*2= +6
I do not know pokemon in Ruby Go to Marriland.com click on pokedex and click on Hoen region it should say Effort values diwn by the picture in the middle I hope I did not speak Greek to you
OWWW also a pokemon can only get +63 in 1 stat after that the stat is maxed out you can use this on another stat so once you get +126 and a few other EV's you cna not EV train that pokemon anymore

You should be training his special attack. Train it with either of the following: Beautifly, Gardevoir, Exxegcutor, and possibly manectric. Also, train Speed and defense. If you have at least Iron tail(bad move by the way), train your attack. You also need your defense and of course HP.
