Do they do a maintainence service ie oil change between the time they receive a car or before they sell it?

A reputable new/used and used car dealership will, if it needs one. Sometimes trade-ins will have had a recent oil change so it's not necessary. But when in doubt, a reputable dealership will change it to be safe.
Just be sure to do your homework on the dealership. If it's a blue-suede shoes/Shady Sam dealership, avoid it like a plague. If it's been around for a long time and has a good reputation, their used cars will be inspected before they re-sell them.

Don't count on it. What condition are the brakes, brake fluid, transmission fluid, power steering fluid and coolant in? When were they changed last? None of these things get done unless you stand there and watch. You're trusting the wrong people if you think used car people do what they said they did. You're not getting the same warranty as if you had bought it from a Toyota dealer either. PS. Marteen's experience is showing inexperience

Some do, some don't. It depends on the lot. Smaller dealers usually have more limited resources and typically don't do any more than required to prep a car for sale.

There's nothing that says they have to. It would depend on the dealership.
