Historically speaking, he shouldn't be punished. Elections used to take place in bars (literally, you pick a candidate after drinking with him at the bar, the candidate with the most drunk people won... look it up). There should be reverence for the Seal of Congress and the flag but historically speaking he shared a lot with the founding fathers. Not an argument, just a history lesson.
