I was curious to see how something like this is done.
Is it the camera or the post processing? If anyone knows, I'd be grateful if you told me what or how to do it!

like what? is there a missing link?
most great images are about 3 things:
concept, shoot, post
concept - this is where an image design, composition, view point, lens, post work and the lighting and et ceteras are decided
shoot - this is where the image is recorded, lighting is usually the critical thing
post - this is where the image is enhanced or manipulated as per the conceptual design
thats what goes into image making, great images have all three factors if they are made, sometimes "taken" images can be great but not often,

Ideally the best photographer will know how to control and blend/combine both parts (in camera editing and post processing) to create the final image (in my opinion).
Some photographers rely far more heavily on in camera editing while others rely far more on post processing.
So, the final answer really depends on who you are talking to and what you are talking about.
