I don't think so...I think it's based off of how much skin they have to work with.

Yup! And i have seen some very well hung (female-to-male) transsexual men. Why not all transsexual men? Here's some background: In decades past, necrosis was a common concern with phalloplasty -- a surgery perfected on patients suffering from amputation injuries and penile cancer and a bit latter applied to transsexual men (it has been about 100 years in the making!). Surgeons would create a larger than average penis expecting that some of the tissue would get lost due to poor blood flow and other surgery complications. But transsexual men more often got to choose the optimal time for their surgeries and thus had less necrosis. So a number of transsexual men from this era have some remarkable length! Now adays phalloplasties are fairly well researched. Contrary to what people said above it is NOT easier to "dig a hole than build a pole." Genitals are complex, multifaceted organs for men and women alike, and both involve a little "digging" and "building." So why aren't trans men lining up to receive their huge penises? Well 1. The penile tissue needs to be grafted from *somewhere* and the scars can be a bit noticeable. The larger the penis, the larger the scar, and some guys just don't want that! 2. More importantly, the *urethra* needs to be extended. The longer the urethra the more chance for strictures (kinks in the hose) and fistulae (leaks in the hose), common complications with urethroplasty. And having a grumpy urethra, well, really sucks!! Again, a lot of guys don't want to run the risk. There is also a limit on the length of the mucosa tissues commonly grafted to create the extended portion of the urethra. 3. This may come as a shock, but some men just don't want humongous d***s! Most transsexual guys just want to be normal guys, and normal guys just don't walk around with these mega-huge penises! It should also be noted that in the past 2 decades another surgery has come onto the scene specifically for transsexual men as an alternative to phalloplasty. I wont go into all the gory details, but no extensive grafting is involved, and length is largely determined by ones genetics just like with most men. The pros are that the procedure involves much less surgery, recovery time, and wear on the body (and money!). The cons are, well, you don't get to chose your own size :-)

As Valentin said, a phalloplasty (the surgery which creates a brand-new organ for you from donated tissue from the inner arm or inner thigh) is ridiculously, prohibitively expensive, fraught with potential complications, and even after all is said and done, doesn't really "pass" as a non-trans penis. Very few transmen get phalloplasties, but yes, those who do can choose how big they would like it to be (within reason, given that bigger means more tissue taken from your donor areas, and more time healing or more potential problems). Most surgeons, I would imagine, advise or will only do phalloplasties that are roughly average (i.e. 4 to 6 inches, not 9 to 11).
Most transmen go without surgery; the testosterone they take enlarges the clitoris, sometimes up to three inches (depending on your genetics, pretty much). Those who want it to be a bit larger can have a metoidioplasty, which cuts a tendon to allow the neophallus to hang lower. But while this elective surgery can increase the size somewhat, it still doesn't really allow the transguy in question to "choose his size", ya know?

I'm assuming you're talking about transmen, or "female to male" transsexuals. You also might like to know that a transman is not a "girl who gets a sex change," HE is a man who just happened to be cursed with XX chromosomes and a female body.
To answer your question –– as of right now, the genital surgeries available for transmen are mind-bogglingly expensive and the results are completely unsatisfying, hardly function and honestly don't seem worth the money that these procedures are priced at (phalloplasty and metoidioplasty can cost over 150 thousand dollars). I'm sure that the guy would be able to choose the size of the implant he receives (within reason) if he chooses to go through with these surgeries, but even so, it wouldn't be worth it. Many transmen opt only for testosterone treatment, top surgery (removal of the female breasts), and perhaps the removal of the female reproductive organs and don't bother with genital surgery.

From what I know, no they don't. They can use skin grafts to increase the size some what, but they cant really choose how big it is. Most only get top surgery done since they cant make them an average size penis. You can youtube transgender and watch videos from transgender people and they talk about it. You can ask them, they may respond.

When girls get sex changes, they were born with a penis and have it sort of inverted to become a vagina.
When BOYS get sex changes, HE usually does not get to choose how big the penis will be, because the penis is made from his clitoris which is whatever size his testosterone treatment made it be.

She can request a certain size but it doesn't always come out that way. It depends how good the Surgeon is that doing the operation also, how good the skin heals with no complications.

well....i guess she could....i mean if she were straight and cared...she'd have to interview the penis bearers though....i understand some men might not want to engage in that process...they might see it as somewhat demeaning.
