I'm not sure, because I was wondering too. "Ron's Victory" is not the name of the song; that song is played during the Quidditch match. Whatever the song is, it is not on the soundtrack.

Its not in the soundtrack for Half-Blood Prince. They used a part of "Dumbledores Army" ost from Order of the Phoenix. The song playing is the second part of the ost (1:05~) It took a bit of actual research to find it ^^ (sorry i wish i could have answered this question for you 4years ago ^^ i just barely suggested to myself trying to find it)
