Obama signed Executive Order 13524, here. http://en.wikisource.org/wiki/Executive_Order_1352... It modifies this law: http://en.wikisource.org/wiki/International_Organi...
The EO makes Interpol's property and assets in the US immune from search. That means that the FBI and DOJ (The US is a member of Interpol) have access to the information, but the LAWYERS of terrorist suspects don't. The other provisions make Interpol's agents exempt from certain taxes and import duties. That's it. This isn't traiterous because, according to the IOIA Act, the President is allowed to do precisely what he did. (See Section 1, the above link) This puts Interpol more on the footing of an Embassy, but not all the way there.
Interpol isn't a law enforcement force, they are an information-sharing agency that the US is a member of. They don't have enforcement power within countries. They don't have a police force. They don't have arrest or search powers anywhere. They issue alerts to their member nations, who then go and arrest the culprits if they so choose. Then the person is extradited to the country where the crime was committed. (Not always -- extraditions can and are fought.)
As an example, see Roman Polanski. Interpol issued a Red Alert on behalf of the US in 2005. Swiss Authorities arrested him in Switzerland, where he is still under house arrest. France is a part of Interpol, but they never arrested him (because they don't think what he did was a crime). Neither did any of the other countries Polanski visited. Neither did Interpol because they don't arrest people. The US is trying to extradite him.
