Nazi-Germany. Evidently, the U.S. high command agreed, which is why they allocated there forces 70/30 in favor of fighting the Germans first, as they saw them as the stronger more dangerous enemy.

The two wars were so different that it's hard to compare, but I'll go with Japan.

The Japanese invasion of Manchuria by the Kwantung Army of the Empire of Japan, beginning on September 19, 1931, and the Second Sino-Japanese War began July 7, 1937. The war ended on September 9, 1945. The Chinese casualties were 3.22 million soldiers, 9.13 million civilians who were collateral damage, and another 8.4 million were non-military casualties. The Japanese recorded around 1.1 to 1.9 million military casualties (which include killed, wounded and missing). This comes to about 22.5 million casualties, about half of the total casualties of the Pacific wars.

The start of the European war is generally held to be September 1, 1939, with the invasion of Poland by Nazi Germany and subsequent declarations of war on Germany by most of the countries in the British Empire and Commonwealth, and by France. V-E Day is May 8, 1945, so Germany's war was much shorter than Japan's. About 5.5 million Third Reich military deaths were reported along with 6,000,000 wounded, making 11 million casualties. Add Soviet military & civilian casualties (24 million, excluding Holocaust victims), 500,000 French, 700,000 Greeks, 400,000 Hungarians, 450,000 Italians, 200,000 Dutch, 3 million Poles, 450,000 British, half of the US casualties (200,000), and 1,000,000 Yugoslavs, and a few others, and we have about 42 million casualties in the European war; slightly less than in the Pacific war (45 million).

Germany's population of 69.7 million was nearly the same as Japan's 71.4 million, although the Third Reich had 84 million.

18.2 million men and women served in the German armed forces (all branches), while 8.4 million served in Japan's. (Comparable figures for the USSR: 34.5 million, USA: 16.6 million, British Commonwealth: 11.2 million).

German tanks were better than Japanese tanks (or Russian or American for that matter). The Japanese had the best fighter planes. The Germans came close to producing a nuclear bomb (but never succeeded, obviously).

Germany had better tanks and mobile artillery. Japan had the stronger naval forces. Both countries had exceptionally good fighter aircraft with better armament and performance than the US had at the beginning of the war.

Germany. In simple quantity of men in uniform and in quality of weapons, and in terms of technological advances, Nazi Germany was well ahead of Japan.

Army and Air Force - Germany

    Navy - Japan

Overall, Germany was much more dangerous by far.

The evidence is that the US concentrated on defeating Germany first.
