this device is used when a shell gets stuck in your chamber because your rifles extractor ripped the base off the shell. Without the base or rim you have a brass tube stuck in the chamber, difficult to remove.
This device loads into the chamber, like a loaded round. The two arms slide inside the case and hook over the top of the neck of the broken shell, then you attempt to extract it by pulling back on the bolt handle. The extractor in your rifle should catch the bottom of the shell extractor (note that it has a rim like a round) and pull the broken shell out.
Sometimes the rifle's extractor will just tear off part of the shell. In that case you will not be able to use the broken shell extractor. You should remove the bolt and then slide a properly sized WOODEN dowel (not a metal cleaning rod) down the barrel and gently tap out the broken shell.

I just did a google search to find a video because that would be easier than typing out the explanation. Hope this helps. If not let me know and I will type out an answer.

you just push it into the barrel and cycle the action, also from what ive heard you dont have to worry about broken shells most of the time unless your gun has a head spacing problem

A shell extractor is self explanatory, if it's broken it probably will not work. Type in on google "How to use a shell extractor and you may find your answer"
