Not generally in the UK because the age of consent is 16, but if the 30 year old guy is in a 'position of trust' such as a teacher or care worker he is then liable to prosecution as 16/17 are protected by the Sexual Offences Act in these circumstances. A teacher who has sex with an 18 year old for instance would not be prosecuted under the law but he would still be disciplined by the General Teaching Council for unprofessional conduct. But if the elder person is not in a position of trust there is nothing illegal in a relationship between a 17 and a 30 year old.
