(to stop bleeding you can put flour on it, it works on small injuries like bleeding toenails, not sure how well on larger ones, but might be worth a try. Also on humans at least cayenne pepper stops bleeding but I really don't know if that would be bad for cats if they licked it off or not)

It's probably a tumor or may be a hernia; take your cat to the vet as soon as possible. If it is a tumor it may be a sign of cancer.
