get a petitioned signed by the majority of citizens to amend the constitution to include freedom of expression. If the monarch refuses to recognize the people's petition. I will then organize a militia to kill off the monarch. This is of course after several negotiations between the people and the monarch. Then establish a new found democracy where it is truly a government for the people, and by the people.

What does "solve" mean? In Iran, they solve suppression of freedom of expression by driving trucks over protesters. In China, they used tanks. In many places, they use starvation. In Columbia, they use guns and forced labor. A constitutional monarchy has no impact on how it would be done, of course.
