I'm assuming we are disregarding the fact that the Earth is a sphere, not a plane. So, to give the "flat Earth" answers:

    1) Always. There is always a plane containing two parallel lines.

    2) Never. As just said, there is always a plane containing two parallel lines. So, the lines can't be skew, meaning they don't share a plane.

    3) Never. The planes are flying in different directions, so they can't be parallel.

In cases 1 and 2, the paths are parallel, always coplanar, and never skew.

Case 3 is the opposite. The paths are skew, never parallel, and not coplanar unless they intersect.
