why did i see a flag at half mast in front of a school in NY today? 1/7/10?

did not see or hear anything in the news...

it also appears that it is being done illegally, since it is by the order of the mayor, and he has no authority to make this order...

    Flag was at half staff in memory of Percy Sutton. He was a long time Harlem political leader and activist.

    Somebody at the school might have died or maybe a student putting the flag up made a mistake.
