I'm sitting in someone's office right now, overlooking the Columbia River in Portland, Oregon.
As we drove here, the Gorge wasn't frozen and the waterfalls were flowing. There has been a lot of consistent rain in the past several weeks, so there's certainly a lot of water! Also the temperatures have been in the mid 40s most days and in the mid to high 30s at night so nothing has frozen that I can see.
Still, just to make sure that the waterfalls are still falling before you begin your trip, you might want to check with the U.S. National Weather Service. For the Eastern Columbia River Gorge, click on http://forecast.weather.gov/MapClick.php?zoneid=OR... and for the Western Columbia River Gorge, click on http://forecast.weather.gov/MapClick.php?zoneid=OR...
There's other helpful information at the following websites, as well, including weather alerts, weather cams, road conditions, etc.:

You muight also want to contact the Columbia River Gorge Visitor's Association before you travel. They're at 404 W. 2nd Street, The Dalles, Oregon 97058 - Tel: 800-98-GORGE (46743) and website at http://www.crgva.org/
Finally, the Washington State Department of Transportation (WSDOT.GOV.WA) and the Oregon Department of Transportation (OREGON.GOV/ODOT/) always have good travel and weather information, and the U.S. Forest Service at http://www.fs.fed.us/r6/columbia/forest/ can really help, too! All provide the best up to date weather and road conditions information.
I hope this is helpful! Have a great trip!
