In ODi: Its Waseem
But over all who did best in all two forms (serious cricket)

Jeff Thomson was past his injury hit best when timed, and the consensus is that Brett Lee is the best part of a yard slower at his quickest. But there is another Australian contender. The Queensland fast bowler Eddie Gilbert got Don Bradman out in the first over in a match against NSW in 1931, with the quickest ball Bradman said he ever faced. As by far the greatest batsman ever, Bradman would have been an astute judge of pace through his career to 1948. Until Thomson, no other bowler has had such a blistering speed reputation, short of perhaps Tyson, or even, dare I suggest it, our own Gary Bartlett.

Tough question.
IMO Wasim Akram and Malcom Marshall are the best fast bowlers to have played the game, in terms of being able to get wickets on any pitch, any format and any conditions. Plus they were masters of swing and seam.
McGrath is probably the most accurate fast bowler to have played the game.
Surely you can't miss out Joel Garner...the man was a beast, bowling at 90mph+ with a hell of a lot of bounce.

Richard Hadlee - he turned an average team (NZ) into the second best side in the 1980s (only behind the West Indies). Bear in mind that the WIs were much much better than any of the current teams. By the way, that's SIR Richard to you!

Donald was the fastest but Akram and McGrath equal due to their own strengths.
