Can anyone who knows how to work Backup Launchers and Homebrew help me out?
Ok So I Have a couple of Backups that work fine on my Neo Gamma Backup launcher (I have 3 but the latest one I have and use is Rev 14, r8, beta 12).
I have a backup of Mario Kart Wii that works perfectly; until I go online to play. If I go online and try to play a Regional or Continental Race or Battle, I am Matched up against opponents from Europe. I am in America and when I had an original copy of Mario Kart Wii I didn't have this problem. Another thing I find odd is that even though it shows me getting put in a room full of Europeans, it still shows my Mii waving from the United States.
I am pretty sure that I am also facing this problem in my Tatsunoko vs Capcom Backup, because everytime I try to play the backup on Wifi I end up having to play through gruesome lag, even though when my friend had his Wii and his game at my house he didn't have lag as bad as me (which has me thinking that I may be playing against European people in that game too).
Is there a setting that I can change to fix this or did I do something wrong in the burn process? Whats going on?

your backups may be region PAL, but i dont see how that is a problem. get the usa backup if you are so annoyed by it. and the online lag might be you connection and not the game, make sure not to download anything while playing online

You might be running the backups in PAL mode. To change that, go into NeoGamma's setting and set it to Force NTSC.
And also, try running the backups off of a USB drive instead of a disk. WBFS Manager is the best prog for that because it cuts out everything but the game partition, making it only 1-2 GB on a drive, not the full 4.37GB. I have a Mario Kart Wii backup on my 1TB external hard drive and it does wifi just fine.
