Cell phone time increments, who knows math?

OK, I admit it, I am no whiz at Math! Thank God, because I love words. I'm having a bit of a debate with someone and would like to know this:

If a person has a cell phone - and the cell phone minutes display reads 14.10 - what the hell is the .10??? Is it a time increment? If so what does it represent? My phone counts in half minute increments so an example would be lets say: 800.00 - then it declines as: 795.5 - 790.0

    The '.10' would be counted as 6 seconds.... 1/10 of 60 seconds, would be 6 seconds. Some carriers only do 30 second (or half of a minute) incriments. That would be the reasoning why yours would 'go down' in .5 incriments, and not .10.
