Do you think its about time to amend the constitution regarding the qualifications of voters?
Are the majority of voters knowledgeable enough for them to practice the right of suffrage ? If in the affirmative, then how come we are in a mess? If in the negative, why can't we do something about it?

We already did that.
Look at Amendments 15, 19, 24, and 26.

That's the point of democracy, rule by the people, not just rule by the smart people.
It's up to leaders to shape ideas and put forward good ideas that make sense so that people will follow. If you don't believe that, then you don't believe in democracy.
Also, how are we to tell if someone is dumb, or if they just seem that way because we don't agree with them?

I would say the majority are knowledgeable enough to vote. It is unfortunate that about 49.9% are not.

How about if you're subsidized by taxpayers you lost your right to vote.
